As far as gambling is concerned, all the activities are executed in a complicated manner instead of a simple way in Illinois. Legislation was authorized by Illinois which permitted advance deposit wagering or ADW in 2009. With this law, the wagering on horse races through telephone and online is permitted as authorized by the federal Interstate Horseracing Act.

The two-faced authorization of online horse race bets for local operators and simultaneously obstructing international online gambling operator from catering to customers from US was the reason due to which Antigua was capable of overcoming in its online gambling business disagreement with the US at the World Trade Organization. The ADW legislation of Illinois was to terminate on 1st July, 2012, however, an extension for six months to 1st Jan.2013 was granted by the General Assembly of Illinois. The Board informed the Daily Herald that these four companies made dealings worth $122 million through Illinois ADW during the past year. This amount exhibits one-fifth of the total investment dealings and supplied the state with $8.1 million in tax incomes.

Although BetZotic and TVG have stopped their services in Illinois ADW however, it seems that XpressBet and TwinSpires are paying no heed to the law of the board and keep on taking online wagers from gamblers from Illinois. The Paulick Report was informed by the executive director of the Board- Marc Laino that they have made it clear to the operators that they were carrying out unlawful activities. Therefore, he is uncertain about the source that they think it legal to keep on accepting bets.
